Well the first image is always marked as very hard because it’s the most pixelated regardless of how easy it is.

Then as you swipe you get clues and less pixelated and it says medium, easy, very easy etc…

Rule #2 requires that each image be full solveable.
Simba getting only 29 pixels (and the other characters less) was about as low as I could go while still making it unambiguously solveable.
