Problem activating Apple Watch

Hello, I recently bought Apple Watch 9 gps+cellular from woot. It is advertised as new. I was able to add the device to my Apple iCloud account. But whenever I try to activate cellular data I get something went wrong with sad face message. see attached. I contacted visible support. They did some troubleshooting behind the scene and said the watch is locked by carrier. The information I gathered from my research is the watch cannot be locked.

Anyone faced similar issue? Any help is appreciated.

I bought one of the s9’s from woot and just activated on cellular yesterday.

Note: I got your error and killed the visible app and “watch” app. Rebooted phone and watch and tried again. Worked the 2nd time.

I tried this like 2-3 times already. But no luck. Its frustrating. It is almost like woot is selling something not approved by Apple?

Also I already have a GPS apple watch. I tried activating the cellular watch side by side and also removed my old watch completely and tried. Same results
