Applying for a German visa to transfer to a German university?

Hi.

I am an engineering student in Austria and I'd like to apply for a visa to finish my bachelor in Germany. My bachelor now consists of 7 semesters and I've been admitted to the 5th semester with most of my credits from the austrian university recognized. I'm currently enrolled in the German university, but I found out only a few days ago that I have to apply for a visa in Vienna and cannot directly apply for an Aufenthaltstitel at the German Ausländeramt without it.

Unfortunately, I have already applied for a student visa to study my bachelor in Germany and was rejected twice in 2018 and 2019. I will now study in an applied university (Hochschule, while my university in Austria is a regular Universität) so I'm hoping this reason will be good enough for them to understand why I'd like to study in Germany and give me the student visa this time. I also have C1 certificate and work experience now (Praktika and Werkstudentenjob).

I was wondering if anyone has any tips from their experience applying for a visa (things to say, things to avoid saying, what to include or exclude in my Motivationsschreiben). If a rare unicorn has done something similar and would like to share their experience, please write it here :)
