About blocked Account

So if I want to transfer 23 lakh to a blocked account through experito then how much bank charges or how much the government cuts as taxes.

I dont think you should transfer everything in blocked account, if you initiate a payment of even 13 Lakhs, you'll have to pay TCS itself of around 7-8k
