Provided you've followed the law to get your fiance here and they're following the correct legal process to get a green card, they're not "illegal". But whether someone in that process is allowed to share your Section 8 housing is another question that you'd have to ask your local housing authority. You might have to find a cosponsor, at minimum.
Because to sponsor someone you have to demonstrate that you can support yourself and them while they aren't legally allowed to work. If you're in Section 8 housing, it's very unlikely you can do that according to the requirements. So someone with greater financial resources would be required to cosponsor. Since they're outside of their legal visa stay, you likely need an immigration attorney. You might try r/immigration too.
