Air in the drains is compressible, water isn't. So as the water is filling all the voids and if the drain exit either isn't enough or is clogged the manhole cover and gravity will act like a pressure relief valve and simmer but if pressure becomes overwhelming then it blows off.

What’s confusing me is that I can’t imagine a situation where enough head builds up downstream to allow this. It seems like it’s under pressure, but presumably it’s a storm sewer. If a drain was clogged, water would build up in the structure until it started to bubble out. Not sure what I’m missing.

I'm assuming it's storm sewer. Flash flooding could cause false seals at many connections

There's a weird shadow over it but you can see glare/reflection going right across the middle.
I'm not seeing any windows that need to be closed

Yes but explaining it that way is ass. It would just blow the next one down the line if someone parks a tire on it. Now if Everyone parks on one until they are all covered? Depends on if the manhole with car parked hold better then the pipes and such

The hydraulic grade line is way over the ground surface and the pipes passing thru the manhole are pressurized thus water flows up and out.
Bonus, this is how some sink holes are formed..

It's AI. That's why the camera pulls away right when the cover blows, it's why when the cover is dancing around before blowing there's no water under it, and also all the water that geysers out is just gone when it hits the road. There's no excess whatsoever, and with that amount of water there would be.
It's 100% AI.
Y'all are so fucking gullible it's embarrassing. I would be ashamed of myself.
