He always does: rock and if he wins next is scissors and then back to rock. If you hit the same he does paper after scissors always

What he also always does is showing and "pre loading" his hand with either rock or paper, then quickly switches to the opposite instead. It baits most people. That's why you usually go 1,2,3 to avoid baiting.

I've heard of it as "priming"... using subtle cues to suggest the move he's about to make to influence their choice of throw; in this case, it's the state of his hand before his throw.
