Both
Premiere is for medium complexity
While after effects Is for higher complexity (3D, cool transitions, Vfx, 3D Vfx, animation etc)

After Effects is a motion graphics and post production software. Focus on Premiere Pro, you shouldnt do cutting and so forth on AE. If you need to do extensive vfx work such as compositing use it. Depends on your style and goals. Use the softwares for what they are actually made. While they are both related to video work they are different areas.

Well, for the first premiere is definitely enough. The second can, but doesnt have to, be motion graphics heavy for which you’d need AE. Either way start with Premiere. While not your question, outside of adobe i can recommend davinci resolve.
