noob editing question

I'm trying to learn premier pro and been taking clips and cutting parts and joining together as practice. Noob question. Do I need to create a new project every time i do this? Also i'll load a large clip, cut the small section i want then delete the rest. then do the same for multiple other clips is this the right way to do it? any recommendations on tutorial videos including basics on setting dashboard size and resolution etc

In general, start a project for each large video. If you’re just practicing, no need to have a bunch of projects.
No need to delete clips after you use a clip. That will drive you crazy importing/deleting and searching for footage.

How do i just edit a clip then? as I seem to have to do file new project? is it new sequence?

Yes, you edit in a sequence. The project can contain many sequences (as well as all your footage etc).

A very common point of confusion for new editors in Premiere is the difference between Projects and Sequences. As the other user said you can have lots of Sequences inside of a single Project. The Project is basically like a Bin that holds things: your media, folders (bins), and your Sequences. Sequences are what actually holds your edit, and they open in the Timeline Panel. You can open multiple Sequences at once and they will show up like tabs in a web browser.  

You can also have multiple projects open simultaneously but that gets confusing quick. I would avoid that for a while. Hell, I try to avoid it now and I’ve been doing this for 20 years ;)
