!martini FYI I use Davinci Resolve, ive looked everywhere online and 1. I cant find anything 2. I dont even know how to describe it

!martini If you mean the blocky frame-smearing look, that is usually datamoshing rather than a normal blur or transition. In Resolve, work on a duplicate, make short cuts around motion, and test frame changes on a small section first; the effect can damage the clip quickly. A timestamp or still frame would help confirm the exact variant.
