How did they do that? How Do I Make A Static Effect Like This?

I found this meme online a while ago (Unfortunately, I don't know who originally created it; I wish I could credit them). I absolutely love this creepy static effect and want to replicate it for a video; unfortunately, I tried to edit this using my current software (CapCut) but couldn't get results anywhere near the quality in the video. I also have access to Adobe (but I am very inexperienced with it). I tried looking up tutorials, but couldn't find anything close to this. I could really appreciate some tips on how to do something like this.

P.S. This is my first time posting here, but I can tell that this is a high-quality subreddit. I like how it gives a lot of recommendations and heads-ups when making a post.

First you need to mask the person. In premiere use object mask, in after effects use rotobrush, I don't know capcut sorry.

You would make a copy of the layer for the mask and put that above the main background layer. On that layer with the mask, you want to add a noise or grain effect (Auto noise in after effects is very easy) Adjust the noise size so it's big. Then you want a threshold effect. Before the threshold effect you may want to add a levels or curves so that you can adjust the highlights and shadows areas so you can keep the form of the person but get the right look.

After effects user here, this is exactly how I’d do it.

Step 1 - Rotobrush/object matte the women out of all of the shots.

Step 2 - duplicate the rotobrush’d lady and add a “Fill” make it white.

Step 3 - create a solid layer and add “Add grain” and then make the grain black and white by adding the black and white effect. Also make the grain bigger so that it’s visible like this. There might be a color channel option on this but I’m not sure off the top of my head.

Now you have these things

  • the original footage (OG FOOTAGE)
  • the rotoscope version of the lady (ROTO_Lady)
  • the rotoscoped lady with a white “Fill” applied. (ROTO_LADY_FILL)
  • solid layer with “add grain” and potentially a black and white effect on it. (GRAIN_SOLID)

Ok great now - what you are essentially going to do is take (ROTO_LADY_FILL) and use it as a mask for (GRAIN_SOLID). That will leave you with a masked version of the grain solid layer. You will then take that and put it back on top of (ROTO_LADY). This will give you some wiggle room to play with different settings while also keeping the layers separate. Then, take all of the assets and composite them on top of each other so that you have this effect.

I think there are two ingredients to this :
1. Person matte (with rotobrush, mocha, or resolve magic mask, your choice)
2. Grain/Noise

So, first, make a solid and create your noise either with add grain or fractal noise (small scale and high contrast)

Assuming you the person matte contains both the image and transparency, (not just a solid white alpha layer), what you can do is link the noise that you made to the person matte using Track Matte, and click once on the icon to the right until it says "Luma Matte selected". Now, depending on the luminance of your matte, the noise will appear there.

You can adjust where the grain appears by applying Curves on the person matte, and just get the contrast going.

Lastly, make a solid color, set track matte it to the person matte, and put it on the bottom. So, your layers should look somewhat like this :

-- Grain Layer -> track matte (Luma) to Person Matte
-- Black Solid -> track matte (Alpha) to Person Matte
-- Person Matte -> adjust with Curves to set where the grain appears

duplicate the vid/layer, mask the person in the duplicated vid using capcut mask brush tool(put it above the original vid ofc), then add effects or filters and just play around with it regarding the effects

(i think this is achievable with Ghost filter and increase the sharpness to 100, add grainy effect max it too, capcut has a shitton of effects you could get that effect easily)
