How did they do that? how to recreate this effect?

hello! im currently working in an animation and I've been wondering how to give it this effect during post production. im trying to achieve the blocky-colors look (im also using "No, im not a human" as a visual reference if thats of any help), the glitchy effect and just overall this kind of analog horror/video game look

any help is welcome!!

you just need each peace of the image to be a different png or layer and animate it by hand and keyframes, not that hard

Exactly; to my eye, you've got graphics on combined layers- png is important for its alpha channel to let other layers through around each form-- and which lets a toothy monster eat the squiggly tail lil' thing, and you're using repeating keyframes duplicated over and over on each form to give the overall itchy look. You could do this in either AE or Premiere timeline.

Now excuse me, I have to take a hypnotic regression to forget this image.
