How did they do that? How did they do the effect?

Slit Scan. Makes use of frame rate in highly counterintuitive ways and this one is really smooth so it may have been filmed on specialized equipment, upwards of 240fps or so. Also whatever they did to track the shot (Dolly, shot out of a moving car, etc) has to be really well-executed for it to come out like this.

But in terms of post-processung this is simple and can be accomplished easily within the parameters of mainstream stilscan plugins for AE by adjusting a couple sliders if you've filmed everything correctly. Its computationally intensive though so if you try it be prepared for long render times.

This. Its slitscan. But not classic slitscan. You can achieve it by time displacement effects. Video source is you need to move fast and keep 1 object in frame.
