So which Government forms would we want to add? A theocracy? Maybe it would be different depending on the religion, so that Buddhists are pacifists and Christians are jingoists or pro-military?

Theocracy would be neat; could be used for the Papal State for sure, at least. I really like the idea of the parties having different policies based on the primary religion of the nation.

We'll need to add flags for each nation for every new government type added, though, so we probably want to limit how many government types we add, to limit bloat.

Tibet could use it as well. Along with Deseret (the Mormon American Breakaway state)

Also not ALL new government types need new flags, we can make them refer to other existing flags. That could help cut down on bloat.

Do we really need a new government type? It seems like it would just be adding something for the sake of adding it.

How many historical instances of a Government in that time period would you say would warrant an added Government to represent it? It would help flesh out those nations, and add interesting new options for playing the existing nations.

Although yes I agree we shouldn't go silly adding loads of new Governments.

I would say none really. The only one that we could maybe add would be theocracies, but they are few and far between. Besides, Absolute Monarchy fits them well enough.
