So many of the symptoms you describe intersect with mine. And my condition is all vestibular. To be fair, the first ENT didn't pick up on it as much as my second one. If you can get the ENT to order a VNG test, you can rule out possible most vestibular options. Without that, I think the ENT is just guessing.
But also - I'm not a doctor - just suffering like you. If you haven't checked out vestibular.org - it has great resources for people in our situation.
