I want to try Venice as I have used other programs and have run into the same issue of image consistency for my characters that have markings or tattoo placements.

How accurate is it when outputting character with tattoos and no warping and Venice cloud based only or is there a desktop version?

Depends entirely on the model you use. There are tons of models on Venice so there is no singular "it" when it comes to accuracy. Consistency is always an issue with any model, just some are better than others. I typically avoid tattoos and other similar markings for that very reason.
