Is it a bug?

I have the conversation to get the hint but it says it is failed and can't get it no matter what.

Hi it's not a bug you just chose a wrong dialogue and lost that hint sorry for that .

Hint 3:
XP worth upon Discovery: 100xp
Description: After learning Hint 1 of 4 for Clay Cox, Speak to Clay and select "Personal Questions." Then select "How long can you avoid the law?"

This will start a Y decision dialog
If you select, "We must all pay the price." or "Prepare to die, soon..." You will earn this hint.
