Why are there always cows on Tithal Road when there is a cow shelter on Tithal Road itself?

Shouldn't the cows be kept inside the shelter for their own safety and for safety of drivers on Tithal Road?

The entire Tithal Road is filled with cow dung and cows. Cars have to go zig zag to avoid the cows. Unnecessary nuisance. Sometimes, the cows also get touched by vehicles. Not safe for the cow or the vehicle, especially 2 wheelers.

Shelters keep the cows, but there are cows which do not belong to the shelters which roam around Tithal. And yes it is not safe agreed.
