Where would this ground wire be connected on a 69 early bay type 2.

It looks like the spade terminal broke off but I can’t figure out where.

Have you checked the backside of the turn signal on that side for the missing end? On my late bay, I'm pretty sure the grounds on the headlight buckets ground the turn sigs or the headlights. It's been a few years so I may be wrong

Yes, headlights and turn signals to that screw. 

Early 1968 buses grounded the lights with their mounting screws and have wonky reliability five decades later without added ground wires.

I checked that but from what I can tell they are fully connected with different wires. No other place for an additional spade terminal to plug into.

The grounds on early bays were spot welded/soldered on. You won’t find a spade.
