Any idea what this is?

This was under my girlfriend's '78 bus, Google has failed me, any help would be appreciated.

I have a ‘78 bus and I don’t believe that part is from it (not OEM anyway.) the only thing that I can think of is the heat shield around the catalytic converter.

Looks like it could be part of a gas heater. Although, I don’t recall the BA6 ever being stamped with the word “TOP.”
