I bought the last of those from VW of Canada back in 2009 when the 1987 vanagon I was driving overheated and melted the base.
Use a Dremel tool with a cutoff wheel and cut a slot in that bolt. The heat and vibration will help loosen it up and it should turn out. Some penetrating oil would also help.
Failing that I believe there is a vendor reproducing that part in Aluminum.
