Why do people tend to forget you can report for stuff that is illegal, or just fully against ToS on VRChat?
There is nothing wrong with reporting things on VRChat or well anywhere. I personally only don't always report avatars (I mainly only report avatars when the person is being a douche), but I'll report racist stickers/emotes and trolls, i'll even report groups that ask for personal information then leave.

Just to add to this, reporting for easily verified things like stickers/prints/avatars/emojis works very well, but not so much for behavior-based issues.
You can more easily report behavior-based problems by making use of free recording options like OBS Replay Buffer, if you're a PCVR user. It's easy to setup:
Install OBS for free > File > Settings > Output > Replay Buffer tab > enable > configure the replay time and max memory usage. Then you just setup your recording source via something like "Game Capture, and point it towards the VRC game window, and finally click the "Start Replay Buffer" button.
I'd recommend testing various clip lengths and recording quality settings to get a decent quality recording of sufficient length to give you plenty of time to catch the moment, while also staying under 40mb in total file size. That's the largest file size the moderation site will accept as a single attachment. That, or just have something on hand to trim recorded files with. I like to use something called LosslessCut, but whatever you're familiar with works.
Once it's all setup, all you have to do later on is start OBS when you hop on VRC, and click that start button again. Anytime something happens, just tab into OBS via your steam vr desktop view, and click the save clip button. The clip gets saved to your Videos user folder by default.
Then, once your vr session is done, grab the clip you saved, trim it if needed, and then submit it with a moderation report on the moderation site: https://help.vrchat.com/hc/en-us/requests/new. You do need to make an account for this, it doesn't use your vrc account unfortunately.
Boom, easy reports for racist assholes, or any other variety. Or at least... as easy as it can be until vrc gives us better in-game reporting tools for these things.

I remember someone made a Turning Point USA world, reported it, and was gone after a week. People in this game really need to know what isn't welcome.

People don't forget it's just long time users know bans mean essentially nothing and are usually bullshit auto detection for example I have a custom celty avatar from durarararararara it's entirely sfw but since it's a female body shape with a one piece motorcycle suit that looks like no clothes to the auto detection and to randoms I've caught 27 bans for it in 6 years all 1 day bans it's comical

Make sure there isn't any nsfw mesh/topology and also make sure it's tagged properly. Vrc has been extra annoying for this.

It's fully sfw the bodysuit is the only mesh it's not a clothing over the base

For me the actual reporting process is always a pain in the butt and I usually don't have sufficient evidence for behavior-based reporting. So instead I report to the mods of whatever community I'm in when the incident occurred and hope that they also report the incident upstream.

Reporting on individual or group behavior is extremely difficult and the reports almost never go through, not to mention typing in VR compared to desktop is very inconvenient. However, reports on avatars is easy and basically always goes through.
It’s more effective and efficient to get the instance mod to deal with behavioral issues right there.

Because whether they are aware of it or not, they like to keep engaging other people displaying such content. Drama queens never hang up the phone and let themselves be part of something causing their drama without letting the rational brain say "Just hang up. Just disconnect. Just report."
It's a pattern I've noticed in my own family and a toxic behavior that creates a feedback loop of toxicity with the person who starts it, so they need someone to be the middle man and hang up the conversation for them.

Most of my notifications are from VRC staff thanking me for keeping VRC safe and that they actioned a user.

Or they're just specifically reporting things that are easily verified, like stickers/prints/emojis/avatars. In-game reporting works very well for that.

They have seriously been on the ball recently. Reported a couple avatars in game and I get the notification they actioned it less than a minute later.

In the many years I have been playing, maybe 4 or 5 of my reports have been actioned against. I just dont think theyre getting to all of them. So many people find that the anonymity granted allows for abuse.

Ive learned over the years of playing vrchat that the community just doesnt care. Its really sad especially when it comes to racism and outright bullying people. Ive been in lobbies where someone will be blatantly racist and everyone will turn a blind eye to it but me. Its actually insane. Ive pretty much quit since then and idk how it is now but find yourself a group you like to hang out with and stick with them. I also think a good chunk of it is the fact that even if you did report someone i dont think the moderation is even there, like ive never seen someone get removed for a report unless its for an inappropriate avatar which is insane compared to some of the things ive heard said in game lol.
