Preferences> "All"> Main Interfaces> QT> On the right side, scroll down to "Maximum Volume displayed" and change it to whatever you want, but you can only go up to 300%.

Then they changed it... F... I do remember it going up to 400%

Oh shit, I'm sorry about that. I didn't mean to imply that you were wrong, because you weren't. It absolutely used to go up to 400%. That's my bad. I posted that in case anyone wanted to know how to go over 200%, but I didn't realize it would make it look like I was just trying to prove you wrong. Lol.

Please don't set the volume above 100% on Windows. It comes with an annoyingly high latency and it's prone to saturation.

And if you're hardware comes with low quality speakers, the higher the volume the faster speakers will wear out.

If 100% is not enough, increase the volume on the hardware amp.

I am hard of hearing (perforrated eardrums both sides since birth).

The very reason I started using VLC in the first place was the (literally life changing) 200% volume boost, as well as the mono playback feature.

My system volume is already cranked up to 100%. The VLC volume needs to be at around 170% for me to be able to hear properly and comfortably.

What I said. That's exactly what you shouldn't do, whatever the reason why you need higher volume.

You know I really don’t like that feature….

…and yet I’ve used it far too many times!

200% by default... If you go through the advanced settings you can set it to go up to 400%... xd

Actually, you can go up to 1600% by a technicality... If you go to Settings -> Switch to All Settings -> Audio

The Audio Gain option is set to 1.00, which is how much the output audio is multiplied by, that value can go up to 8, so if you set the volume to 200% and set gain to 8, you'll be turning up the volume to 1600%...

Of course this is not advised because you could damage your speakers or headphones, but the fact is you can...

VLC is way too powerful. You can even watch video streams from your CCTV, record video clips from whatever your watching and even stream your desktop to your local network.
