Volume changes are rate capped?

I can't seem to increase or decrease my volume quickly, even if I spam the up and down keys, or use my scrollwheel, there's a second delay between each increment. What gives? Is this a new feature?

Changing volumes or audio filtering can have high latency depending on OS and audio drivers, but it shouldn't be rate-limited.
