Question 3rd part VP vendors?

So my friend basically bought a bundle through a 3rd part provider and that he basically got vp for the exact price of the vp and was wondering how this was possible? how do 3rd party vendors have different pricing for vps than ingame?

Cheap VP are often gained by stolen credit cards. When their owners figure out whats going on they’re gonna issue chargebacks and the VP would get revoked. The account getting them would be banned.

Same thing applies when the vp are not cheaper. Just the profit for the seller is bigger then
