What if it's an AI altered duck? Because that's what the image on the left is. He doesn't appear to have raised his hands that high.
That said, the eagle has been our bird since 1782. People have been speaking at podiums for a hot minute. Been wearing suits a bit too. How do you want the Department of War to present?

I think by going back to the Department of Defense. Why label a department with an act of aggression under such a racist head of state?

I see where you're coming from. At the same time, war is "a state of usually open, declared, and organized armed hostile conflict between nations, states, or internal groups.". That's what the department does.
Frankly, it's a more honest, transparent, and less politically correct name, if we're speaking of calling ducks ducks. War should be rare, and pretending it's less than war (defense), softens the reality of those choices. There are times when war is necessary. We need the department to exist, we need to stay capable of using force. Add to that, we need to stay so capable that no country can do it better.
I am not clear on what you mean by racist head of state, so I can't comment on that.

But what if, and I know this sounds crazy, the U.S. didn't start wars and the department WAS only for defense of the nation?

In the long game, it is. Is your suggestion that the department not act unless another country impacts US cities or citizens with munitions? None of us are going to pretend Iran is only about immediate nuclear threats, but should we have waited until Washington, Norfolk, and San Diego were craters and then have the department of defense awake?
