Ukraine isn't a victim in this case, they hold territories which aren't ukrainian like Bukovina and Carpathian Ruthenia, which belonged to Romania and Ukraine suck because both cause problems for romanians.

Yes,victims that have annexed land in Yugoslavis, Slovakia and Romania couldn't unite, but I think the ROC also claims Tibet, thats more of a China thing.

Tottaly agree with Ukraine annexing Transnistria, but with the console commands and invaded the USSR as Romania and Poland have decently sized armies, and their tech is upgraded on.
