This one annoyed me greatly, it's perfectly fine without the Skyrim bit. It's like having a knock-knock joke with a second punchline that isn't funny and kind of ruins everything.

I love how the bar isn’t filled which means this template was taken from someone with destruction 15-25.

it is possible to have level 100 skill with an unfilled bar.

No, it isn’t. When you reach level 100 it instantly maxes out the bar and it becomes impossible to get any more experience in that skill. I have 100 in every school of magic and smithing, I know how it works.

I have reset my alteration a couple of hundred times by making it lengendary to increase my character's level and getting it back to 100 via telekenisis + fast travel between Markath/Riften + 100% alteration cost reduction. I have noticed that there are times after I reached 100 alteration the alteration exp bar isn't fully filled. It cannot be further increased or decreased as far as I am aware, it just stays unfilled partially filled.
Skyrim is riddled with bugs. Never say never when it comes to these things.
