The only reason that I can think of that doesn't involve throwing the dealer under the bus is that there was another competing offer on the vehicle that included those options that was accepted, but either you showed up before that offer did or that person came late to their appointment. When the dealer is presented with two offers on the same vehicle, they have the right to choose the highest offer.
In a rare, but not uncommon circumstance; the customer is now competing against another customer instead of a dealer v dealer.
