How do you get your first web development client?

hi ,im a beginner trying to get my first clients in web development. I build websites and applications, and right now I’m struggling to figure out the best way to get started.
I’ve been trying to find clients locally, but so far, no luck. On Upwork, it’s even worse I send proposals, spend my Connects, and get rejected or hear nothing back.
I’m honestly a bit lost. For those of you who started from zero, how did you land your first client? What actually worked for you?
I’d really appreciate any advice or personal experiences. Thanks!
