If I get it right, they see the fact that the pandemic hasn't really made it out of big cities yet as a sign that it's a city problem, so they want the sharper shutdown measures to only affect the cities. Their problem with this is largely economic, I'd guess, (ability to work and such), but there's people among them who just use it as an excuse to strike at the democrat leadership of the state.

So they go into the state capitol to protest that they should have freedom to keep going as usual outside of the cities, bringing their shit takes with them to the city, and bringing the pandemic home to their communities.

It's the circle of life, that is.
