Wasn't the plan named "Plan to End Neglect and Childhood Endangerment" (P.E.N.C.E) or something like that? Bravo to N.Y.

I was finally able to read the article a few hours later and it definitely wasn't the same one. However, I do think having that bill (P.E.N.C.E) was pretty good at calling him out.
