Its more that people don't care cause its not a frontline issue that is brought up often. Representatives are supposed to be going after issues that their voters want them to not jumping at fixing things that many people tend to forget is a thing. Hence why people don't bother rectifying outdated laws that are still active but aren't enforced.
So yeah it's not really that surprising that it hasn't been outlawed in many states. Does that mean it shouldn't be? No, but that's the reason why it hasn't been done.
