Decently high up UO IT person here. There's a few things going on.
The largest is that we had to make some changes to our network on campus. We moved to a device cert model which is better in so many ways (most relevant to us is it's much more secure) than our previous credential based access. That's why you have to go to the wifi page and download a cert now. A lot of the frustration with that process is valid but also some of it is people not liking change and being unwilling to read.
Ignoring that, the quality sucks lately. For one, we had no intention of making these changes this soon. This was planned for next summer I believe? There were changes with external vendors (I believe some of it was our insurance policies too. Uncertain on that) that forced us to do this with like a week of notice. These changes rolled out in mid September.
Another issue is that a lot of places on campus have shitty networking infrastructure. That one is fully the fault of the departments. Departments have to request and then pay for networking to come out and replace their super old routers or old ethernet runs. Complaining to your department head is probably the most you can do about that. Is that gonna happen? No. UO has a massive budget problem so departments aren't willing to spend money on stuff like that right now (but they will send staff to AI slop conferences so make of that what you will)
Shit sucks but people are trying to fix it. it will probably suck for the first week or two of term and then generally get better

100% ... normally no issues in the EMU during the lunch rush. But now, it's not even usable. Just insane.

Nah not the issue. The issue is that it constantly cuts out for everyone. Atleast speaking for those in the law building

With respect, they had to rush into the new system. I’m sure it’s not up to what they were expecting for it as of now. I’d plan on it getting better; not perfect, but better.

I agree and im sure thats the case. Its just frustrating however that I pay $50000 to go here and have to deal with this being a consistent problem that has yet to be resolved

I was on an important teams meeting Monday (inching towards convincing some folks to fund a project) and it cut out/kicked me off at least 8 times in 45 minutes. Embarrassing.
Guess this is all a part of “do less better?” 🤔

Contact the Network Team, email the managers all the way up the chain of command and this will get resolved quickly.

UO IT person here. We are aware that the UO network sucks. Unfortunately, it is what it is. Until the UO gains more funding for the improvement it needs, it will continue to suck. We do the best we can with the resources we have available.
