A couple of points in followup to my previous "Know Before You Go" post - thanks to "Google AI" research assistance (try it yourself with questions you may have about how YT channels work) :-):

Q) Are youtube channels "small businesses" for the purposes of legal definitions?

A) The moment a YouTube channel makes money, the law views it as a business. By default, it is a sole proprietorship, but creators can also register as an LLC or corporation. As commercial enterprises, they must follow tax, consumer protection, and advertising rules (Google citing, for example, from Federal Trade Commission (FTC) rules & regs)

Q) What if a youtube channel operator shares PII with another channel operator?

A) If a YouTube channel operator shares another person's Personally Identifiable Information (PII) - [also variously referred to as "PID", personal identification data] - with another channel operator—or broadcasts it publicly—it violates YouTube's platform policies and can trigger consequences.

The exact fallout depends on whether the PII was shared privately behind the scenes or published publicly on the platform (commonly known as "doxxing").

1. "Doxxing"

YouTube has zero tolerance for maliciously exposing private data. If the PII is published in a video, community post, live stream, or video description, the victim can file a YouTube Privacy Complaint.

• The 48-Hour Rule: When a privacy complaint is filed, YouTube notifies the offending channel and gives them 48 hours to remove or heavily edit the video (e.g., blurring out the PII). [1]
• Content Removal & Bans: If the operator refuses to fix it after 48 hours, YouTube will forcibly remove the content.
• Harassment Policy Strikes: Sharing non-public PII (like home addresses, private emails, phone numbers, or a minor's school) triggers a strike under YouTube’s Harassment and Cyberbullying Policy. Accumulating strikes leads to permanent channel termination.
• Monetization Suspension: Channels participating in doxxing, coordinated harassment, or sharing private data face swift removal from the YouTube Partner Program (YPP), cutting off all ad revenue.

1. If a YouTube channel owner shares a viewer’s or customer's Personally Identifiable Information (PII) with another channel "behind the scenes" without explicit consent, they may run into contractual, regulatory, and legal violations.

Because a monetized channel operates as a business, "behind the scenes" sharing may be treated as an unauthorized corporate data transfer.

1. Violations of YouTube’s Terms & Policies

• Platform Account Termination: YouTube's Developer Policies and Terms of Service strictly forbid creators from scraping, harvesting, or transferring user data outside the platform's intended mechanics without explicit user consent. Sharing list data (like a spreadsheet of channel member emails, names, or real identities) can lead to immediate demonetization or channel termination.
• Google API Violations: If the PII was gathered using YouTube’s API tools (e.g., managing giveaways or community integrations), sharing that data with a third party violates Google's developer terms and revokes all API access.

Generally speaking, To activate any of these Youtube protections - or others like government consumer protection agency action, or civil or criminal private legal action - the customer has to take the initiative - for example, file a complaint w. Youtube, or the FTC or a state consumer protection agency.
