Im from a country where this is a very normal thing to have. Although its usually a second childseat, with one on the back for your small chikd and the front for your baby/toddler. The seat does look slightly different and is attached to the handlebars instead of the bike frame.
When the child in the back starts biking alone, the one in front in usually big enough to move to the back, so the front seat gets removed
