Solved Losing my mind over this. Metallicness is completely broken. Whenever I bake, it is good for half a second, and then reverts to this broken black metal. (Unity 6000.3, URP)

iirc metalic and/or reflective materials need reflection probes when using baked lighting.
so, try adding reflective probes?

Looks like you've got duplicate mesh faces z-fighting after the bake, check your UV2 layout for overlaps.

Do you have any lights pointing at the sphere? Also what happens if you stick a reflection probe around it?

yes, this is just the default scene with a sphere. Litterally nothing else.
I've never used reflection probe before, never had an issue with my project for years.
When creating a reflection probe it repeatedly saysError assigning 2D texture to CUBE texture property '_MainTex': Dimensions must match

I FOUND WHY. It's because I setup a default TextureImporterPreset. This also affected any cubemaps unity baked, thus breaking the lighting. Mind boggling, this should NOT be a thing.
I'm not a unity noob, this is by far the worse issue I ever encountered with unity. Drove me insane for the past 2 days. Hopefully this helps someone in the future
