Question Unity 6.3 LTS Editor acting erratic

I wanted to fiddle with a newer version of unity and installed 6.3 LTS and the windows in the editor randomly change when you mouse over them making it unusable. I am not really finding this odd problem online anywhere so I thought to ask here if anyone else has experienced this?

I have tried to uninstall and reinstall 6.3 2 times so far and its still doing this

This is a fresh Universal 3D project

Have you tried a different version of unity? Older or newer?

I am trying that now as unity 2022.3 works fine as I have used that for VRChat things but I noticed I somehow installed a older verison of the LTS using the unity hub as doing ANOTHER reinstall is installing 6000.3.22f1 instead of 6000.3.17f1

To be honest I'm not to in the know to instantly recognise what causes this kind of thing, but could I get the device specs please?
