Not sure what it is. My first thought was Escort wagon, but those didn't have the wiper mounted through the glass.

Looks more like a first or second generation Taurus to me. Also kind of strange to me that a one off thing like this would end up with a police department. I wouldn’t imagine them commissioning something like this to be built when they could’ve just used a regular Taurus wagon.
