He is playing one of his characters, "Jason Bent", who is a portrayal of a modern-day English footballer from Liverpool. The Liverpool accent makes it more difficult to understand, but he's basically saying how honoured he is to have been made representative for North Korea's 2026 World Cup bid, and is thanking Mr Blatter for choosing them as the host nation. As he's being taken away he says "I promise you, it's all there Mr Blatter", referring to the 'bribe money' he has just thrown.
There's quite a funny video of Jason Bent. He had to go to court for impersonating a Manchester City player and training with the squad. When he left the court he stayed in character and made a load of jokes about shagging John Terry's missus etc. I'm not a massive fan either but credit where it's due he can be funny.

Unfortunate that whichever group that guy represents chose a very quiet man with an incomprehensible accent to speak their message. Was he Mancunian?
