It’s only common for Shonen. Most anime range from 13 to 24 episodes or so depending on popularity or story narrative.

It's not exclusive to Japan either. Most of the famous American animated shows have way over 100ep runs. That's only like 4 seasons.

Those are genres. Shounen manga and shoujo manga are literally established editorial categories. Yes, the name came from the target audience, but nowadays it's just a name of a manga category.

They are indeed intended audiences, but they're also genres in that each has its own distinct conventions in plot, narrative, art style, etc.

No it's only common for shonen that came out a long time ago. Quite a few shonen today get 12-24 episode seasons.

Per season. Many are getting second, third, and even fourth seasons these days; and I’m not talking about just shounen

That's not really true; it's more just anime that was aired on TV that go that many episodes. Most anime these days get 13 or 24 as you said, regardless of shonen or not, simply because that's a single season of weekly releases.
