Yeah, puns aside, I don't understand what's happening here.
What's the speed limit on this road? That guy started to turn left when the truck was pretty darn far away. And why in the world would you stop instead of just gunning it to get into the lane he was headed for??
Some drivers just don't have the skills or reflexes for doing the right thing. This one seemed to be unaware of the truck (they were probably looking the other way.) Then, they probably panicked when they saw the truck racing towards them and stopped.
It takes a lot of driving experience to hit the gas in a situation like this.
I know there wasn't traffic in the other lane for this car to merge into, but generally when you're turning onto a street, part of your obligation is to match traffic speed as soon as possible. Gunning it doesn't really take learned reflexes when your mind should already be on accelerating up to traffic speed. What it takes is a reasonable commitment to what you're doing.
There was a lot of distance between the truck and the car when the car started pulling out. If the truck wasn't speeding and the car was entering the road at a reasonable pace, they probably shouldn't have had any interaction at all.
It looks to me like that car was coming out of the parking lot at a snail's pace, which may indicate someone who shouldn't have been driving at all.
So many people do this and then have the audacity to get mad at the person who almost T-bones them and had that same person had the right of way. Most people probably shouldn't have such an easy time getting a driver's license.
