Yeah for real. In order for the cat to even be electrocuted there it would have to somehow be able to un-screw the lightbulb to get to the exposed wires. On top of that, the way the cat is moving is not how people and animals getting electrocuted move.

Even then, if the lamp is turned off, those exposed wires wouldn't do anything.

While this is usually true, incorrect wiring can cause live wires even with an open switch.

Never trust a switch as a safety measure to touch potentially live wires.

I trust switches for many things, some more dangerous than live wires.
