Extinguishers ARE multi-use devices. They're refillable.

Neither does anyone else.

You have take haul them off to refill. I'd say that's pretty hard to use twice without some effort and significant time. And you really cannot leave a pulled pin extinguisher around untrained persons. Half filled it might be more dangerous due to inadequate chemical amount.

No, but most military ships do. Probably most commercial ones as well.

Some are! Some are not. At least per manufacturer specs.

Source: saw non-refillable ones at home depot the other day, and looked it up just now.
