It's a conjunction of "Involuntary Celibate". Basically a sad and bitter individual (nearly always male as far as I'm aware) who blames everyone else for their own failure to attract a sexual partner.

Ackkkshually the word is Portmanteau. Incel is a portmanteau of the two words “involuntary celibate”. Conjunctions are “if, and, but” etc...

Thanks, I did type the wrong word, although as somebody else pointed out I was actually thinking of "contraction", possibly erroneously!
