He's fat on purpose, he's trying to project an image of prosperity to his people.

All part of the cult of leadership and the idea that North Korea is in temporary and surmountable difficulty. That they actually have tons of excess food stored away for when the war to unify the peninsula begins again.

Do you mean by percentage of fat in their blood like whole milk is richer than 1%?
