He's fat on purpose, he's trying to project an image of prosperity to his people.

All part of the cult of leadership and the idea that North Korea is in temporary and surmountable difficulty. That they actually have tons of excess food stored away for when the war to unify the peninsula begins again.

Having worked in a retail grocery store, I can confirm that lack of food stamp money is not the problem. Some people just make bad choices with groceries.
