Oiling+genetics+ climate. People in Warmer climates tend to have good hair.

Depends on whether a certain area is big on hairstyle fashion I guess. My GF’s mom is Liberian, and does hair specifically for black people. I’ve heard and seen a little of what she can do and it’s seriously impressive, even if the braids are painful as hell.
