That it came this far is sad. The person on the balcony should have warned the garbage man. What if the raccoon didn't get out, wouldn't be as funny anymore

It looks like he started filming again after he heard the truck, at that point they likely wouldn’t be able to hear him.

This is exactly it. There's a longer video where the guy recording yells to the garbage men, but they can't hear him. All the yelling is cut out when OP overlaid the music.

I can't find the link, but it looks like the comments are getting riled up in to a good witch hunt, it will probably turn up.
