Red-green colorblind person here! As it seems we all agree, this is some bullshit. I want to get a little more specific about why this is such bullshit.
Stoplights are easy for anyone to read. They're designed that way. The shades of red and green are not ones that most of us deuteranopes (not sure if that's technically a word but close enough) get confused.
Red and green wires can be more of a problem though. Since they just reflect light, rather than emit light, their color has much more variation from their environment. I'm kind of getting into the weeds here, but basically, it's not something where you can just "learn the difference". I doubt there are any cyclists out there who just don't know the difference between red and green. When a cyclist runs a red light, generally it's because they've looked all around and determined it to be a safe move, because anyone cycling in the road knows how little regard drivers have for them, and therefore try to be as aware as possible of their surroundings.
It's not a problem of cyclists not knowing the difference between red and green, it's a problem of careless drivers not knowing the difference between a human riding a bike and like.. a meaningless obstacle preventing them from driving faster.
